Catskill Fund for the Future

The Catskill Watershed Corporation (CWC)- Catskill Fund for the Future provides funding for environmentally-sound economic development projects in communities west of the Hudson River. EFC, in partnership with the CWC and New York City, manages, administers, and disburses funds for grants and loans from the Catskill Fund for the Future on behalf of the CWC. In the past fiscal year, EFC closed ten loans worth $3.4 million on CWC's behalf. EFC, in partnership with the CWC and NYC, was retained to manage, administer, and disburse funds from the Catskill Fund on behalf of the CWC.
Currently, the Corporation is servicing 125 loans at an amount of more than $30 million. Further information may be found at The Catskill Watershed Corporation's website.
**As of January 1, 2011 EFC will no longer be servicing loans through our Catskill Fund for the Future program. All such loans will now be serviced by the Catskill Watershed Corporation. NYC Watershed Program

EFC plays a vital role in the protection of water quality of New York City’s drinking water by providing technical and financial administration assistance for several New York City Watershed Programs. EFC administers under contract with the New York City Department of Environmental Protection (DEP) the disbursement of funds for the Regulatory Upgrade and the New Sewage Treatment Infrastructure Facilities (NIP) Program. EFC also administers the Catskill Fund for the Future under contract with DEP and the not-for-profit Catskill Watershed Program
In January 1997, the Governor and numerous State, local and federal officials, as well as representatives from environmental organizations, signed the historic NYC Watershed Memorandum of Agreement (MOA). This Agreement represented a comprehensive effort to protect and preserve the high-quality water supply produced by the watershed of the City of New York, while preserving and enhancing the economic vitality and social character of the communities within the watershed. The MOA includes a wide array of programs to be implemented in watershed areas both East and West of the Hudson River. These programs include acquisition of land and easements, implementation of new regulations affecting activities in the watershed, and more than two dozen watershed protection and partnership programs.
EFC operates three separate programs under the NYC Watershed Protection and Partnership Program umbrella: the Regulatory Upgrade Program, New Sewage Treatment Infrastructure Program (NIP) and Catskill Watershed Corporation's (CWC)-Catskill Fund for the Future. Regulatory Upgrade Program

NYCDEP funds and directs the Program. EFC facilitates and administers projects, and disburses funds for WWTP Owners participating in the program. Project costs are considered to begin (with the exception of legal costs pertaining to the negotiation of the Upgrade Contract) after the WWTP Owner enters into a contract with EFC. The WWTP Owner submits disbursement request forms for costs incurred to receive payment from EFC. Owner invoices are subsequently reviewed and costs reconciled by EFC and NYCDEP The NYC Regulatory Upgrade Program provides upgrades to approximately 110 existing public and private wastewater treatment plants (WWTPs) located in the New York City Watershed to meet new Watershed Rules and Regulations and help protect New York City's drinking water supply.
In the past fiscal year, EFC disbursed over $50 million for upgrades at WWTPs within the New York City Watershed. After nearly 14 years, the Regulatory Upgrade Program continues to deliver technical, administrative, and legal services necessary to effectively operate the program. EFC continues to assist the NYC Department of Environmental Protection (DEP) with negotiating Operation and Maintenance Agreements for publicly-owned facilities and makes payments for costs associated with startup and performance testing for completed projects.

New Sewage Treatment Infrastructure Program

The New Sewage Treatment Infrastructure Program (NIP) constructs new wastewater treatment plants (WWTPs) or community septic systems in villages and hamlets west of the Hudson River that may have water quality problems due to failing septic systems. The initial phases of the New Sewage Treatment Infrastructure Program were managed by the NYSEFC and later by the individual communities. Once the communities assumed the management of their projects, NYSEFC continued to disburse funds at the direction of NYCDEP. The 2002 Filtration Avoidance Determination (FAD) established a new successor program called the Community Wastewater Management Program which is administered by the Catskill Watershed Corporation. In the past fiscal year, EFC disbursed over $2 million for NIP projects, bringing total program disbursements to over $82 million, since 1997. To date, three projects have been completed and four are ongoing.
